Alameda Municipal Power (AMP) is offering up to $50,000 in rebates for the installation of public Level 2 electric vehicle (EV) charging stations. Contact Alameda Municipal Power staff to determine eligibility.

Program Details


  1. Applicants must receive pre-approval from Alameda Municipal Power (AMP) staff for a rebate before installation begins on the public EV charging project to confirm eligibility and secure a position in the first-come, first-served rebate funding queue. Applicants must be the owner of the subject property (“Owner”) or be appointed in writing as agent (“Agent”) by the Owner on a form approved by AMP. Applicants should submit an application with the following documents:

    • Cost estimates with a detailed breakdown of materials and labor for installing the proposed public EV charging equipment.

    • Manufacturer specification sheets of the proposed public EV charging equipment.


  2. AMP staff will review the submitted application and will reach out with questions or to coordinate a pre-inspection of the site if necessary.

  3. Once AMP has pre-approved the project in writing by issuing a “Pre-Approval Letter” for an estimated Rebate value, installation can begin. Projects must be completed within 1 year of the date of AMP’s pre-approval with the possibility of a one-year extension at AMP’s discretion if sufficient proof of progress can be established.

  4. When a project is complete, the applicant must submit the following documents:


    • Final, signed building permit from the City of Alameda (if required by the City of Alameda).

    • Paid-in-full invoice(s) for the project that includes material and labor costs associated with the public EV charging equipment installation.

    • Revised scope of work and updated manufacturer specification sheets (if changes to the original project were made).

    • Photos of the newly installed public EV charging equipment.


  5. AMP staff will review the final documents and will coordinate a post-inspection of the project to confirm installation has been completed as described.

  6. Once AMP staff has approved the project for payment, a check for the final Rebate value will be sent to the applicant. The completed project must be in place for at least 10 years; any removal or permanent inoperability prior to that time (other than replacement with an equivalent public EV charging equipment or repair thereof) will incur a pro-rata recapture by AMP of the Rebate amount from either Owner and/or Agent at AMP’s discretion.

  7. Applicant agrees to allow AMP to receive public EV charging equipment usage data for up to three years after installation for program evaluation.

  8. Applicant(s) agree to allow AMP to make the location of EV charging equipment public knowledge.

  9. Applicant(s) will indemnify AMP for any damages caused or related to the installed equipment.

  10. Applicant(s) will comply with all applicable California prevailing wage requirements.

  11. AMP reserves the right to cancel or modify this program at any time without prior notice.

  12. Applications are processed on a first-come, first-served basis, and incentive is subject to availability of funds. AMP’s processing of this application may be placed on hold or automatically rejected if applicable program funds have been exhausted.

  13. AMP reserves the right to request additional documentation prior to Rebate payment. AMP may deny the Rebate payment if the requested documentation is not provided within a reasonable timeframe.

  14. AMP makes no representations, expressed or implied, regarding the design, construction, reliability, efficiency, performance, operation, maintenance, or use of any equipment, or installation discussed, selected, rejected, purchased, or otherwise considered by the Participant(s). Any decisions regarding the selection, design, purchase, installation, use and operation of any equipment or consideration or selection of any contractor shall be the sole responsibility of the Applicant(s).

  15. The maximum Rebate a project can receive is $50,000 or 50% of total project cost (the lesser value). Equity projects that are identified by AMP staff are able to receive $50,000 or 80% of total project cost (the lesser value) per site/address served by an AMP account. Other grants, rebates, or incentives that are awarded to the project must be deducted from the total project cost. Projects that participate in this rebate program cannot participate in AMP’s other rebate programs for the same measure.

  16. Eligible costs are limited to “behind-the-meter" infrastructure. This includes direct materials and labor costs associated with the installation of the public EV charging equipment, as well as on-site service infrastructure upgrade costs (e.g. service entrance section or panel upgrades) to complete the project. Please note: This does not include trenching costs, conduit, or wiring costs on the utility-side of the meter as well as costs or fees paid to AMP for the interconnection, transformer upgrades, or any other work performed by the utility.

  17. Public EV charging equipment is defined as a Level 2 charging station that is available and accessible to the public, with no access cards or personal identification codes required to operate it, and no formal or registered equipment training is necessary.

    • A1

    • A2

    • A3

    • M1





  • Public EV charging equipment installed to comply with applicable building code standards is not eligible for this program.

Multifamily Building Electric Vehicle Charging Rebate: Get Up to $50,000

Qualified multifamily property owners or managers can receive rebates up to $50,000 for the purchase and installation of Electric Vehicle charging at their multifamily properties. Eligible EV charging includes level 1 and level 2 EV dedicated outlets and level 2 EV charging stations.
  • Level 1 and Level 2 EV Dedicated Outlet: $3,000 per parking space served up to $50,000
  • Level 2 Charging Stations (1 to 3 parking spaces): $8,000 per parking space served
  • Level 2 Charging Stations (4 or more parking spaces): are eligible for a rebate of 75% of project costs, up to $50,000 if serving a minimum of four (4) parking spaces

  2. Once preapproval is received, enroll in AMP’s free EVTAP to receive expert consultation in planning your project and designing your project

  3. Submit the online rebate application once project installation is complete

  4. The following documents will be required in the application for verification:


    • Copy of signed City of Alameda final permit

    • All final payment invoice(s) for services and, or equipment related to EVSE installation. This may include invoices for installation services, electrical work, and purchase of EVSE

    • Photos of the completed installation on site

  • Products and, or equipment must be installed and used at an AMP’s customer’s service address.

  • Rebate applications must be submitted within 6 months of the purchase date of products and, or equipment.

  • Participant agrees that ordered products and, or equipment will not be resold under any circumstances.

  • Participant is solely responsible for the installation of all products and, or equipment in accordance with the manufacturer's specifications.

  • Products and, or equipment must be purchased as a brand-new item unless otherwise specified by AMP.
  • AMP reserves the right to reject any application that is incomplete or fails to meet the program requirements.
  • AMP does not provide service or technical support for the installed products and, or equipment. Please contact the retailer or manufacturer for information.
  • Participant acknowledges that AMP does not expressly or implicitly warrant the performance of installed purchased products and, or equipment and is not liable for any damage caused by the installation of products and, or equipment; or for any damage caused by the malfunction of the installed purchased products and, or equipment.

  • AMP is not responsible for items lost or delayed in the mail, nor any remittance delayed due to incorrect applications.

  • Participant and, or Customer agrees that AMP reserves the right to inspect the installation premises of the product and, or equipment for twenty-four (24) months after the date of application or request additional documentation prior to rebate payment. Rebate may be denied by AMP if this condition is not met by the participant. Rebates must be surrendered if any participant is out of compliance after rebate payment.

  • Participant agrees to comply with all permitting and inspections rules and regulations set forth by the City of Alameda. Participant is responsible for obtaining related permit(s) and completing the inspection process as required by the City of Alameda. Final permit issuance may be required to receive rebate.

  • AMP and its subcontractors are committed to the confidentiality of Participants’ personal information. AMP shall not sell or otherwise distribute Participant’s name or identifying information without Applicant’s written approval. AMP, may, however, use Participant’s contact information to communicate with Participant about applicable AMP programs and discounts.



Eligibility


  • Eligible Participant(s) must have an active AMP utility account.
  • Participant(s) must be serviced on AMP’s nonresidential rate schedules.
  • New construction is not eligible. The installation or remodeling of an additional dwelling unit is considered new construction.
  • Participant(s) can reapply for programs every five (5) years per program requirements.

  • The rebate cannot exceed the pre-tax purchase price after discounts, credits, and other rebates of products, and, or equipment.

  • Products and, or equipment that are resold, gifted, rebuilt, included with another purchase, and, or received from warranty insurance claims, are not eligible.

  • AMP programs are subject to the availability of funds. AMP reserves the right to modify, amend, or terminate the program in whole or in part, at any time and for any reason without prior notice.

  • Rebates are issued on a first-come, first-served basis. Rebates and incentives are offered until approved funds are exhausted. The submission of a program application does not guarantee payment.

Requirements

  • Multifamily buildings must be prequalified by an AMP EV representative

  • The rebate is available to multifamily residential buildings with four or more units

  • The rebate is available to the multifamily building’s owner or manager

  • The rebate can be used toward the cost of EVSE, additional ports, cost of installation, including any necessary non utility electrical upgrades, and the cost of a city permit

  • EVSE installation and any electrical upgrade work must be performed by an electrician with a valid C-10 license

  • Qualifying EVSE must be new, wall, pedestal mounted, certified by Underwriters Laboratories Inc. (UL listed); or Electrical Testing Laboratories (ETL) listed and not portable, used, resold, rebuilt, or received from warranty insurance claims

  • EVDO installations must be connected to a dedicated EV charger circuit

  • EV dedicated circuits must be rated a minimum of twenty amps

  • Level 2 EV charging stations must be installed with a J1772 plug

  • EVSE installed in a shared parking location with assigned or dedicated is only eligible if all assigned tenant parking spaces are served

  • Properties must be within income eligible area. Contact AMP to determine eligibility.

Residential Used All-Electric Vehicle Rebate: Get up to $6,000

Buy a preowned, battery electric vehicle (BEV) and you may be eligible for a cash rebate of up to $6,000.

To be income eligible, customers must be enrolled in AMP’s Energy Assistance Program (EAP). For information on EAP, visit alamedamp.com/EAP.
  • Standard AMP rebates for a BEV is $1,500
  • Income qualified customers are eligible up to $6,000

  • Purchase agreement must be dated within three months of rebate application

  • Only BEV with a purchase price between $10,000 and $40,000 are eligible

  • Qualifying vehicles must have exactly two axles and four wheels
  • Eligible vehicles must have a model date before January 1, 2023

  • New vehicles are not eligible

  • Plug-in hybrids and hydrogen cell vehicles are not eligible

  • The purchased BEV must be registered at the customer’s Alameda Municipal Power service address

  • No more than one rebate per customer account in any five-year period

  • Customer agrees that AMP reserves the right to verify continued registration of the rebated used BEV at customer’s AMP service address for 24 months after the date of application, or request additional documentation prior to rebate payment. Rebate may be revoked by AMP if this condition is not met by the customer.

Residential EV Charger Rebate: Get up to $500

Purchase and install a level 2 (240V) electric vehicle charger at home and receive up to $500.

AMP is offering this cash rebate to encourage residential customers to take advantage of AMP’s 100% clean energy by charging their EVs at a home charger in Alameda.

Level 2 chargers, known as electric vehicle supply equipment (EVSE), provide charging through a 240V AC plug. Level 2 charging provides about 10 to 60 miles of range to an electric vehicle’s battery per hour of charging time, making it quicker and more convenient than standard 120V AC charging, which provides only about 2 to 5 miles per hour of charging.
  • Level 2 EV charger rebate is up to $500
